Freelancers
A good freelancer is the best value in this market — and a bad one is the most expensive cheap thing you'll ever buy. Rp1.5–7 million typically gets you a customized template; Rp5–15 million gets original design work.
The catch isn't quality, it's continuity. Freelancers change jobs, get busy, disappear to Bali. Ask two questions before hiring: who maintains this after launch? and what happens if I can't reach you? If the answers are vague, price in rebuilding the site within two years.
Agencies
